Bend, Oregon—Brian F. Kelly has joined PBS Engineering and Environmental Inc. (PBS) as a senior project manager in the firm’s Bend, Oregon office. Celebrating more than 35 years of service, PBS offers environmental, engineering, and surveying services throughout 11 Northwest offices in Oregon, Washington, and Idaho.
Brian brings nearly two decades of experience to PBS, enabling the firm to expand its environmental and natural resource operations in central Oregon.
“Brian is a tremendous resource to our Bend operation. His addition allows us to extend a wide range of environmental and natural resource capabilities from a local level—permitting, NEPA [National Environmental Policy Act] compliance, and other environmental studies,” said Guy Neal, President of the firm.
Brian has more than 19 years of experience managing and executing local, state, and federal permitting processes and overseeing biological and habitat-level studies on a variety of infrastructure projects including roadways, pipelines, and other development projects. Brian also has extensive experience related to environmental due diligence, compliance assurance, environmental, health and safety management, and multi-discipline project management activities. His unique background in both the geo-environmental and natural resource arenas allow him to offer depth and flexibility to public and private clients in Central Oregon.
Brian holds a bachelor’s degree in environmental science with an emphasis in environmental regulation and policy. He is a member of the National Association of Environmental Professionals and the Pacific Northwest Clean Water Association, and his prior career experience includes project management for Michael Baker International, AECOM, Environmental Resources Management, and Century West Engineering.
PBS’ Bend office was established in 2000 to serve the engineering, environmental, and industrial hygiene needs of Central Oregon. The firm has expanded its Bend-area staff numbers by more than 40 percent over the last year.
